Is every RBI-listed bank an authorised dealer?

The practical answer

RBI directory inclusion does not establish that a bank or branch is authorised and operationally equipped to handle your export declaration.

What to do

Use the directory to establish identity and official links. Then confirm the authorised-dealer role for the particular foreign-exchange transaction, the trade or forex desk and filing channel. Payment banks, cooperative banks, regional rural banks and institutions should not all receive an assumed EDF capability label.

A worked example

A domestic account at a listed bank may receive a routed payout without that branch being the correct export-reporting desk.

Do not confuse bank regulation, directory listing and export-reporting authority.

Keep a clear record

Retain the underlying invoice or accepted statement, supporting correspondence and any acknowledgement from the designated authority or authorised-dealer bank. The tools here prepare information; only the appropriate authority can confirm acceptance, extension or closure.
