Do service exporters always need an IEC?

The practical answer

DGFT’s policy treats IEC requirements for services and technology differently from a blanket requirement for every service receipt. Paragraph 2.05 links requirements to specified situations, including benefits and specified services or technologies.

What to do

Identify whether you are claiming Foreign Trade Policy benefits or dealing with specified services or technologies. Ask the bank and DGFT about your situation. If IEC is not held, keep that field visibly optional in a preparation draft rather than inventing a number. Separate IEC from PAN and from EDF applicability.

A service business should check its DGFT benefit plans instead of assuming an IEC decision follows automatically from a foreign bank credit.

Do not present an optional draft field as a universal legal exemption.

Keep a clear record
